Pagadian City – CELA is not a “tsunami” anymore but blessing from an angel of government who visited and gives them Certificate on Entitlement and Lot Award (CELA) to realize their dream to have an own a lot of their own.
The residents who occupy the heart-shape islet of the city were once victims of a “tsunami” that hits Pagadian in 1976 and for the past 30 years where their houses are built, Dumagoc now is a past growing community.
Last June 21st, the 40th year of Araw ng Pagadian, Dumagoc residents had fulfilled the dreams with His Excellency Vice Prsident “Kabayan” Noli de Castro himself who came and speak before the Pagadianons awarded their CELA’s.
Under the Dumagoc Resettlement Project of the Co-Pulmones Administration pursuant to Presidential Proclamation 589 the 420 residents can now own their lots and called their own.

VP “Kabayan” Noli de Castro came to speak before the people and officialdom of the city in celebrations of the 40th Araw ng Pagadian.
He was introduced by National Housing Authority GM Federico Laxa and distributed Certificates of Entitlement and lot Awards to deserving Pagadianon leaving in Dumagoc.
VP de Castro is also the HUDCC Chair, Vice President De Castro also serves as ex officio Chairman of the Home Development Mutual Fund (HDMF or Pag-IBIG Fund), the Housing and Land Use Regulatory Board (HLURB), the National Housing Authority (NHA), the National Home Mortgage Finance Corporation (NHMFC) and the Social Housing Finance Corporation (SHFC) as well as ex officio Vice Chairman of the Home Guaranty Corporation (HGC).
