NUJP condemns arbitrary detention of journalists in Maguindanao

Manila - The National Union of Journalists of the Philippines expresses concern and outrage at the recent attempt by the Philippine army to prevent journalists from accessing evacuation centers in Maguindanao by holding them for over an hour this morning.


In what seems an apparent act to stifle substantial reportage on the state of internally displaced persons or evacuees in Cotabato and Maguindanao, elements of the Bravo company of the 46th Infantry Battalion abruptly halted the convoy of journalists as they were passing through Bagan village in Guindolongan, Maguindanao with no clear explanation.


Worse, the soldiers tried to bring the journalists from Bagan to the brigade headquarters, to which the journalists objected.



Composed of 24 Manila-based journalists, 28 from Mindanao, and 10 members of non-government organizations, the group is on a three-day coverage in Cotabato and Maguindanao to look into the conditions of evacuees displaced by the ongoing conflict between the Philippine government and the Moro Islamic Liberation Front.



After a flurry of reactions from media groups and outfits, as well as from the journalists themselves who were being held by the soldiers, 601st Army Brigade commander Col. Medardo Geslani was prompted to explain that his troops were merely clearing the area to foil possible attacks against the "high-profile" group of journalists based on reports they received. The journalists were then released, but only after over an hour of waiting.



Such reasoning is, however, suspect as civilians and other passenger vehicles were allowed to pass through. The media convoy was reportedly singled out and was the only one blocked.


This leads us to believe that journalists were prevented from proceeding to the area due to other reasons, least of which is security. It now becomes clear that one highly possible intention is to prevent media from reporting on the plight of the evacuees, particularly in Datu Piang. One refugee center was reported to have been without food rations for over four months now.



The incident is a cause of alarm given the antagonistic treatment of military and police forces towards members of media covering conflict areas. With the number of journalist killings now at 102, even the slightest deviation like, say, over an hour of baseless and arbitrary detention, is cause enough for a journalist to fear for his own life, and rethink how this government, with its ill-advised actions, is all the more aggravating such dire conditions.



The NUJP calls on the military, particularly the 46th Infantry Battalion, to cease from placing journalists in a situation of fear and allow them full access to the evacuation sites in Cotabato and Maguindanao. We demand an answer as to why the journalists were arbitrarily held this morning with no clear reason.


This incident makes us think that those who claim to be vanguards of our freedoms and safety are often the first to imperil them.


Some 60 journalists from Manila and Mindanao were held for more than an hour this morning in Guindolongan, Maguindanao by elements of the Bravo Company of the 46th Infantry Battalion.

The journalists were on their way from Datu Piang to Cotabato in their second day of the three-day media coverage of the state of evacuees in Mindanao displaced by the continuing conflict between the government and the Moro islamic Liberation Front.

According to NUJP Vice Chair Nonoy Espina, who was among the journalists participating in the coverage, their convoy was stopped by the soldiers at Brgy. Bagan in Guindolongan as allegedly ordered by 601st Infantry Brigade commander Col. Medardo Geslani.

Reports state that Geslani later confirmed that he ordered his troops to stop all media personnel from entering the area and escort them to the headquarters, to which the journalists objected.

Reports further state that other journalists were wondering why only civilians were allowed to pass through without any explanation.

Geslina later explained to the Inquirer that his instructions were only for the purpose of ensuring the safety of the journalists and not intended to halt the fact-finding mission, saying that journalists are "vulnerable and potential targets of some armed groups.”

According the Espina, the journalists were held since 8 am and released only around past 9 am.

Broadcaster shot dead in Agusan

Bayugan, Agusan del Sur- A motorcycle-riding gunman shot and killed a radio blocktimer in Brgy. Poblacion in Bayugan, Agusan del Sur.


The victim, 43-year-old Jonathan Petalvero, sustained a lone gunshot wound on the head from a .45 caliber pistol and was brought to the New Bayugan Doctors Hospital where he was declared dead on arrival.


News reports state the killing occurred on June 27 but PO2 Alan Conson of Bayugan police said their records show that it happened on June 25. Another account states that the killing happened on June 26.


Petalvero, who hosted the morning radio program "Balita at Komentaryo" in the local station dxFM "Frenster Radio," was also a barangay (village) councilor.


According to PO2 Alan Conson, Petalvero was in a restaurant in the town of Bayugan at around 7:30 in the evening when the suspect came in and fired at him. Witnesses say the suspect then boarded a motorcycle and sped away.


Conson said there are no leads yet as to the motives for the killing or its mastermind. No sketch of the suspect has yet been released as witnesses say the gunman was wearing a ski mask, he added.



Radio station dxFM is owned by Bayugan Vice Mayor Genesis Efren who, according to reports, plans to run for city mayor in the 2010 elections against the son of incumbent Mayor Magdalena Asis.



Initial reports also state Petalvero was planning to run for either city council or vice mayor under Efren's political party.(NUJP Manila Office)

“Balut” Vendor Killer Surrenders; Shabu dealer nabbed

Pagadian City – A suspect of a “Balut” vendor killing recently surrendered to authorities.


In an police update, due to the Philippine National Police pressure and pursuit operation conducted led by City COP Police Chief Inspector Michael Palermo, a certain Victor “vicvic” Tomboc y Castro, 36 years old, married a self-employed and resident of Purok Darussalam, Sta.Lucia this city voluntary surrender last June 23 and now facing homicide charges docketed as I.S. IX-05-INV-09F-000122 at the city prosecution and languishing in the city lock-up cell for proper disposition.


It may be recalled that two “balut” vendor after a break in their livelihood came to JH Enterprises to rest in pavement, suddenly unidentified suspect without apparent reason rushed in and fire a caliber 45 pistol to the two vendors namely; Junifer Mipiranum y Castillano, 35 years old and a resident of Sto Nino and companion a certain Primer dales y Mallin, 34 years old of same address who the latter suffered only slight injuries but the former who was hit in his right upper chest died on the spot.


In the police incident report futher disclosed that the two vendors were resting in the said establishment when the suspect, according to witnesses more or less 30 years old, wearing a t-shirt, medium built, and stands 5 ‘3’’ in height fired at close range to the two without any provocation and disappeared riding in a motorcycle towards undisclosed direction.


Three spent empty shells of the caliber was found by police investigators, the injured vendor was rushed to a nearby hospital while the vendor who died was claim by his relatives and brought to a funeral parlor in the city.


In an interview with City PNP Director Chief Inspector Palermo said that the police is filing charges to the suspect who voluntarily surrender and further said that, We want to let the public knows that their police authorities are here to help and will always in their minds to protect and serve the populace, victims may be rich or poor as long as evidence warrants we will help them all the way, the culprits must be brought to the courts and bring justice to the victims.”


In another police accomplishment, a estranged wife of a policeman was caught red handed in a drug trade thru a buy bust operation conducted by the joint effort of the city based Philippine Drug Enforcement Agency (PDEA) and the City PNP.


The suspect was identified as a certain Arlyn Sissay y Dagupan, 49 years old and a resident of Alviar Apartment Maria Bana St., (ext), this city.


The suspect, police authorities disclosed that while she was to deliver two sachets of heat sealed plastic with white crystal like substance suspected to be Methamphetamine Hydrochloride or other wise known as “shabu” along a shell gasoline station near the SMC college annex was apprehended by the joint operations. Said dangerous drugs worth 1,000 and 500 each sachet.


The suspect is now under police custody and an appropriate charge in the violation of R.A. 9165 is now being prepared for submission to the City Prosecutors’ Office.

PADAC to be revigorize and ask to act

Pagadian City – After the Department of the Interior and Local Government (DILG) dispatched its Memorandum Circular 2009-09 to all chief executives of all local government units nationwide last January 29, 2009 for a unified action against Illegal Drugs and Other Substances.


Honorable Chairman of the City Council committee on Police, Fire and Public Safety, Honorable Eric Bersales called for a special meeting together with other stakeholders to act on the matter.


The committee also sighted laudable statements in the accomplishments’ of the city police in its anti-drug campaign that made the proliferators in the run.


“Today we commended the laudable accomplishment of our city police on their campaign against illegal drug abuse and trade within the city, this especially commendation is hereby given to its Chief of Police, P/Chief Inspector Michael Palermo,” Said City councilor Bersales.


The committee on Police, Fire and Public Safety is one in charge in legislation on the matters of police, fire undertakings and other concern that public safety needs.


In the said meeting, attended by the police, NGOs,School Heads and administrators, other PO’s and the local media shared views and opinions and resolved one and for all what to do thru an approved resolution.


Based on the DILG MC 2009-09 emphasizing to all local authorities their principal responsibilities in support to overall government efforts to address illegal drugs proliferation, and other substance in its use, trade, and other menace pursuant to R.A 9165 particular in Section 51 to 53 and the local authorities responsibilities such as prevention and rehabilitation, educational enhancement and programs, and treatment of drug dependents.


The MC 2009-09 address to all local government units to cause the enactment of ordinance complementing R.A. 9165, and ensure the establishment of drug councils to perform their functions and responsibilities as embodied in relevant DILG issuances.


The committee thru the suggestions of the participants resolved to pass resolution for the city mayor to reorganize and act on its function, the Pagadian City Drug Abuse Council or PADAC, to immediately follow-up the construction of the proposed drug rehabilitation center of the city, to increase the city budget for police action especially against drug abuse, to conduct symposiums and forums in the illegal drug campaign, to formulate plans and programs in coordination with the Liga ng Barangay on the anti drug campaigns, and to solicit the help and support of DepED, CHED and Tesda in school to school campaign.


Other stakeholders who participated in the said meeting were representatives from the Liga ng Barangay, Local media, PDEA, PNP and other stakeholders for a drug free Pagadian.
