Thirty –two Mindanao based Electric Cooperatives opted to fight it out in court with the Generating Power Corporation (GENCO) in tandem with the National Grid Corporation of the Philippines (NGCP), both are now privatized pursuant to the EPIRA Law. The dou are formerly government run National Power Corporation (NPC).
In Northern Mindanao alone seven electric cooperatives had gathered to met and planned about filing formal charges against GENCO and NGCP who in one or another allegedly curtails the power sources needed by members-consumers of the electric coops.
In 2009, this two formerly government owned power corporations said that because of environmental changes, world economy and governance forecasted that there will be power crises by 2015. GENCO and NGCP plans for the solution, however, as 2010 came, the power crises has been felt by the electric cooperatives.
Inefficiency of the government and the EPIRA Law proves to be inutile in solving the power crises now felt and yesteryears.
Two weeks ago, during a meeting conducted by the Lanao Norte electric Cooperative together with the NGCP and GENCO Representatives said that because of overload at GENCO power interruption had been experienced by almost half of Mindanao.
In Misamis Oriental, Laguindingan Airport project power provider MORESCO I admits that itwould not be able to meet the demand of the Laguindingan International Airport because of GENCO did not give additional power supply to them ( MORESCO I) in anticipation of the International Airport operation.
“Genco admitted that it can no longer cope with the growing power demand of MORESCO I” Melvin Eballe of MORESCO said.
In the recently held Power Summit in Cagayan de Oro, APEC was alarmed over the power crisis in Mindanao. “It was anticipated in the past nine years that is why government must allow more independent power provides but sad to say it did not act on the problem.” Eballe added.
Meanwhile the Association of Mindanao Rural Electric Cooperatives (AMRECO) is going to Davao City to hold a meeting with its members-officers to plan out things as the Northern Mindanao Electric Cooperative Association (NOMRECA) will be in Bukidnon to set their raps against GENCO-NGCP tandem.
It may be recalled that Mindanao Grid was supposed to be the biggest Power Provider by then National Power Corporation but after neglecting and the inefficiency of the government in rehabilitating the AGUS project to provide more megawatts for its power source, government instead approves the EPIRA Law that led to its privatization.
Accordingly, GENCO forecasted to supply 1722 Megawatts for 2011-2015, but they experienced 575 Megawatt reduction that is experienced by 2009-2010 consumption by the electric cooperatives, that cause the power shortage.
