PNP-HPG to impose “No Helmet No Travel Policy”; run against hardheaded drivers.

Pagadian City – With its LOI (Letter of Instruction) to implement the newest policy adopted by the Police Highway Patrol Group, the Zamboanga del Sur Provincial Office headed by P/Inspector Dexter L. Diones will definitely act on this.

“In Pagadian, I know that there is a standing ordinance that wearing of helmets to motorcycle riding community is prohibited, we are force to implement this directive, as instructed. “He said.

The city ordinance was authored by the late ABC Ex-officio City Councilor Abdul Marcaban because of rampant killings in Pagadian were in suspects usually witnessed wearing helmets to concealed their identities.

The Sangguniang Panlungsod approves its implementation all of the city streets.

“Monitoring of suspects should be done by the government intelligence network, not by imposing ordinances to circumvent the Traffic Law,” P/Insp Doines quipped.

Wearing of helmets and other safety measures to motorists especially motorcycle enthusiast are promulgated with the Traffic Code of the Philippines or otherwise known as the Republic Act 4136.

As of this writing, the provincial office of the PNP Highway Patrol Group has arrested 70 motorcycle drivers travelling without helmets however; they are temporarily released and warned against their violations of R.A. 4136.

Meantime, PNP-HPG Provincial Director Diones emphasized that with the LOI from his higher command, his team will be always on the road to further and strengthen their objectives against car napping, highway robbery and hijacking thru “no plate no travel policy”.

This, he also warned the public especially those who are buying second hand cars that they will abide the rules and policies, and firstly coordinate with them to avoid apprehension and slapped with R.A.6539 or the Anti-Car napping Act of 1972.

The PNP-HPG is now adopting the Vehicle Management Info System (VMIS) were you can easily monitor whether or the vehicles are car napped or not. It is a computerized data of all cars napped or lost vehicles all over the country” He said.
